Subject {L-T-P / C} : PA6100 : Planning Legislation and Professional Practice { 3-0-0 / 3}

Syllabus

Module 1 :

Module I: Introduction: meaning, significance and objectives of planning legislation: constitutional basis and provisions relating to land, its development and use, concept of eminent domain, police power and taxation powers as basis of legislation.

Module II: Governance in historical perspective: Evolution and growth of planning legislation and institutional framework in India, study of important legislations.

Module III: Legal tools for urban planning development: Objectives, contents and procedures for preparation and implementation of regional plans, Development Plans, Town Planning Schemes, Area Plans Planning law and act - Town and Country Planning Act, SEZ, CRZ Environmental Acts etc.

Module IV: Planning and Development Organizations: Understanding of characteristics, components (organizational structure, technical capacity), objectives, roles, and functions, statutory obligations, financial capacities and implementation issues of various development organizations like Town & Country Planning Organization, Urban Development Authorities, City Improvement Trust, Municipal Corporation etc. Aims and objectives of professional institute sister bodies professional role and responsibility of planning consultants, professional ethics, code of conduct and scale of professional charges.

Module V: Land acquisition, development control and related acts: Case studies, related court judgements, innovative land assembly, critical evaluation of zoning, sub-division regulations, building regulations and bye laws.

Module VI: Project Formulation and Implementation: Understanding of project context Formulation of project proposal and outlines Bid documents, tenders, contracts Work plan and budget formulation considering risks and sustainability implementation, and techniques of stakeholder involvement review, and evaluation.

Course Objective

1 .

To initiate students with the various legislations in existence in India which have an impact on urban and regional planning and development. It also makes students aware of their roles and responsibilities and professional ethics.

Course Outcome

Ability to understand complexity, conflicts, and multi-disciplinary aspects of planning
Ability to understand the contextual reference and impact of any decision on society and community
Ability to identify and resolve the lacunae in existing planning process and management
Ability to understand the processes of local administration, planning and financial management, and organisational framework of governance
Ability to appreciate existing theories, solutions and to develop professional ethics
