Our Founder Principal


Professor (Dr.) Bhubaneswar Behera was born on 1st January, 1916, passed Matriculation in 1935, B.Sc. with Hons. from Ravenshaw College in 1939 and B.Sc. (Engg.) from Bihar College of Engineering, Patna in 1943.

Professor Behera joined as Asst. Engineer with special charge of Irrigtion under the Kalahandi Durbar in February, 1945. During his service period in 1945-46 in the pre-independence era, he had investigated on the hilly plateau region of Thuamul (Rampur) for about six months sitting on the back of an elephant and had come up with a proposal to construct a hydraulic project in the river Indravati for irrigation and power. Thus the present Indravati project is certainly the brainchild of Professor Behera.

Prof. Behera was selected by the Government of India as “Post War Reconstruction Scholar” for higher studies abroad. He studied hydraulics and fluid mechanics in State University of Iowa, USA and did his Master thesis on “ A Length Criterion of Hydraulic Jump” under the guidance of Prof. Posey. He was trained in Model Studies and Dam Construction at Denver, Colorado and Project Planning under Tennessee Valley Authority.

He returned to India in July, 1947 and joined Kalahandi State Government as Irrigation Engineer. In 1948, after merger of princely states, the services of Prof. Behera were placed at the disposal of Government of India on deputation for works in Hirakud Dam Project. He worked there as Assistant Engineer and Executive Engineer till 1956. During this period Prof. Behera contributed two valuable research papers: “A Mathematical Formula for Design of Earth Slopes” and “Mathematical Formula for Non-silting and Non-eroding velocities in Erodible Channels” to the journal of The Institution of Engineers (India) which were highly appreciated.

In 1956 his services were placed under Utkal University to work as Special Officer of University College of Engineering, Burla and in 1958 he was confirmed as professor in Civil Engineering. Subsequently he became the principal of the same college in 1961. In February, 1962, he joined as First Principal of Regional Engineering College, Rourkela and served there till July, 1971. Prof. Behera was Vice-Chancellor of Sambalpur University from July, 1971 to end of 1976. During this period he built the Jyoti Vihar Campus at Burla and shifted the University from Sambalpur to Burla. Now that he was in-charge of general faculties other than engineering, he started a monthly Oriya magazine “ Saptarshi” for encouraging students to write in Oriya and he himself wrote the editorials as Chief Editor and soon became a popular Oriya prose writer.

For a short period in 1977, Govt. of India sent Prof. Behera to the Democratic Republic of Liberia in West Africa as an Advisor for Technical Education. He was later appointed as a Member of the Das Committee by Government of Orissa, to recommend over the establishment of Colleges in Orissa. He had also worked as Member of State Planning Board. In 1978, he was appointed as Member, Union Public Service Commission, Government of India. He finally retired on 1st January, 1981 and settled down in his village Mundraguda under Dharmagarh, sub-division of Kalahandi District, Orissa.

His Oriya travelogue “Paschima Africare Odia Dhennki” is a text book in many Universities of Orissa. He had written 8 books in Oriya. His essay book “ Suna Parikshya” earned him Orissa Sahitya Academy Award and his Novel “Gaon-ra-Daaka” earned him the prestigious “Sarala Award.” He was also honoured with “Nandihosh Award” Sarala Samman, “Utkal Ratna” by Orissa Sahitya Samaj, “Visvesvaraya Award”, “Sahitya Sudhakar” title. He was also conferred with Doctorate of Science Degree (Honoris Cousa) from Sambalpur University and Utkal University. Paper on “Optimum Height of Multipurpose Reservoirs” By Prof. Behera and P.K. Mohapatra and paper on “ Flexible Foundation” by Prof. Behera and A.P. Mishra earned the Ministry of Irrigation Gold Medal and The Institution of Engineers (India) Gold Medal respectively. The Institution of Engineers (India) Orissa State Centre honoured him “ Senior Engineer” of the State on the occasion of the celebration of 50th Anniversary of India’s Independence in 1998.

A Visvesvaraya with sharp engineering acumen and impeccable conduct, a Vishnu Sharma whose love and high moral values cast a spell among students, a Buddha in forgiveness and compassion and a Gurudev Rabindranath who created two Shantiniketans at REC Rourkela and Jyoti Vihar, Professor Behera was an institution, a veritable legend. With his demise an era has come to an end.
